Adaptive Day-Ahead and Intra-Day Frequency Restoration Reserves Calculation Methodology For Electricity Balancing Markets

This paper presents a novel and adaptive methodology for calculating the daily requirements for Frequency Restoration Reserves (FRR) in the Hellenic Control Area, operated by the Independent Power Transmission System Operator (IPTO). FRR requirements are key factors in setting the appropriate framework for secure power system operation, especially under today’s unprecedented increase of renewable energy sources integration in the Hellenic Transmission Power System. By ensuring the required FRR volumes, as calculated by the presented methodology, the Hellenic Control Area is operated with adequate active power reserves, adapting to the power system’s daily operation requirements capable of handling a large variety of system needs such as contingencies or uncertainties related to system variable generation. The presented methodology is currently applied in the Greek balancing market procedures since November 2021.
